If you move a comment off a layer and then back on again, the comments are not staying pinned to layers when cutting and pasting to a new element. Here is a link to a screen recording since new user can’t upload video files to the forum.
You just don’t need to use “Cut”, but use the “Move to page” feature.
And this is not a bug of interactive components.
Thank you tank666, the solution worked; the comments came along with the layer when I used “Move to Page.” This still may be a bug however, because if you wanted to delete a number of comments along with a layer, you would have to manually delete the stragglers.
