Files page and Community mouse scroll bug

Shavcat_Sharipov
  1. Can’t scroll with a mouse on Safari in Files and Community
  2. Desktop app works fine
  3. I can scroll on Safari if I logged out (viewing plugins, etc)
  4. MacOS Ventura 13.3
