My whole file is all over with measurments

My whole file is all over with measurments and its NOT dev-mode, not measurment mode, i tried turn on and off rules, pixel grids, layots, all hidden layers and objects and i dont have any measurments or pixels plugins to think at it. What to do? Every page of every project.
