Who pays for dev mode access?

I am a developer on free account, not on a team (besides the default team).

I am working with a designer on a file. The designer owns the file and I was invited to it.

The designer is done, and I’m supposed to build it out, so we want to use dev mode.

But I am getting so much mixed information about this, between what I am reading and what I am seeing.

If the designer (owner) is on a professional plan, but I’m on free, can I still use dev mode for this project?

If I’m on a professional plan, but the designer (owner) isn’t, can I still use dev mode for this project?

Do we both need it?

The most confusing part of this was how I received an email from Figma telling me I’ve been invited to edit a file, with a link saying “Open in Dev mode”. The dev mode toggle does nothing on this file, so I don’t know why it says this.

There is only the green banner, saying “to use dev mode, talk to your admin”, but we’re both new to Figma, so neither of us actually know what to do.

No

Yes but the designer won’t be able to design

Yes but a single person needs to pay for it (team owner).

Perhaps you were invited as an editor and the owner of the file realized they will be charged for that so they revoked you access? You can check your rights in the Share menu in the file.

Basically you need a Pro team with two seats (or one and just share the Figma account).
