Clip content only working on the side perimeter but not the bottom?

For some reason my Clip Content is only being applied when I move an element outside of the side perimeter of the phone frame but it won’t clip if I move the same element past the bottom of the screen/frame.

I found the answer. The frame got shortened somehow so when I extended it then the elements clipped.
