Users with viewer-restricted permissions should not be able to create teams, or this should be an option at the admin level to disable.

Currently, viewer-restricted users have the ability to create teams and move files from their drafts into those teams. This is causing confusion and headache, since some users have added FigJam boards to their newly created team, thinking that would allow them to share and collaborate with others.
