Local variable not found in Page variable mode

What happened: I’ve created a list of strings in variable mode

What I expect to see: I want to apply it on a page or layer level to change different variable mode

What I see now: I don’t see any way for me to access my local variables at all

I still haven’t find a solution and no response from the Figma team on the matter based on other posts.
