Could not publish file : Validation failed : Community file cannot be public and blocked at the same time

Can someone help me understand why I’m seeing this error when I’m trying to publish something to my community page?!

Is it because it utilizes the OS icons from Apple and Microsoft? Because there are literal countless community resources that include these.

If this is not the reason why, can someone help me understand?
