Auto layout not working - brackets around nested frames

I seem to be having trouble with auto layout - There are some brackets around a nested frame in my layout that seem to be overriding that frame being included in the auto layout section (meaning it isn’t affected by the auto layout properties).

I’m sure it’s something simple… any tips?
