Currently, viewers cannot create a review request at all - they require edit access on the main branch to either merge or request a review by other users.
Ideally a viewer should be able to request review of a branch that they are an editor of, without the ability to merge.

Thanks for reporting – this looks like a bug to me, and I’ve flagged it with the team. You’re totally right that viewers on the main file should be able to request a review on their branches 👍

Our viewers can’t neither create branches nor edit them.
