Mural does it well. In addition to visually grouping things it allows to search by tag(s) which comes in handy in design research activities like affinity mapping. Exporting a tag-based selection of stickies (as rich text) would be pure joy.
It would be extremely helpful to be able to add tags to stickies in FigJam
