I want to control my design with variables that were created in a different file/library.
Right now, I can only see local variables.

It may be there updates available or perhaps you need to add the library for the other variables to appear.
On the left hand side in Figma you will have two tabs. Layers and Assets. Click the Assets tab and then click the book icon to the right. It will bring up a modal window to add libraries to your file.
If you’ve already done that, you may need to to check the Updates tab in the same modal window and click update on the library that you are missing variables from.
