You have to select other than instant for the animation options to show up.

From your screenshot, you’ve selected a layer without any interactions set yet:
Tap → None
You’ll want to create interactions using the components and/or layers on your canvas. Using this simple prototype as an example, when you click the button on the 1st frame, it will navigate you to the 2nd frame. From there, you can choose from Instant, Dissolve, or Smart animate.
