Overlay scroll moving the clickable areas

I am using an overlay as a right side panel which has lot of actions and it is scrollable as well. But clickable areas are moving when I scroll the overlay.
I have few buttons and tabs inside the overlay. Once I scroll to the end of the overlay the buttons, the clickable areas will move up away from the actual elements and this is becoming a pain to demonstrate the whole prototype.

I didn’t see this issue raised by anyone else yet.

One thing I understood was, if the overlay’s height includes the whole content and there needs no scroll as such, this happens. If I decrease the overlay height to set the content outside the overlay height, the issue does not happen.

In my layout, I have tabs which has content of varied heights, so I’m facing this issue.

This is expected behavior. The height of your overlay’s frame needs to be longer than its contents to allow scrolling. If I’m understanding correctly that you’d prefer for the clickable area to stay in place or stop at the top edge of the overlay frame, you can set its scroll behavior to Fixed or Sticky from the Prototype tab.
