Make the "vote button" sticky on header in the Forum

I believe some people forget to vote for what they need, while some topics get large, people need to scroll up to vote (or check if they have voted before).

Also, there should be a tag for the forum, just for the sake of improving the forum experience. It’s good, but it always can be better.
