Dev Mode features should be available within the "Design Mode"

From my experience, Designers do most of the annotation, red marking, and adding developer resources/links. Constantly switching between Dev and Design mode is annoying and inefficient.

Selfishly, I would like to see all the Dev tools inside the regular “Designer mode”.
