When using the hand tool, Figma should not allow to select and move comments. It happens often that I browse through my page with the hand tool and at one point, I drag on a comment and it moves the comment. And now I don’t know exactly where the comment was. I use the hand tool by pressing the space bar so it’s useless to leave the ability to click on comments at that moment.
