Thanks for reaching out. Do you have any “Invalid assets”? If so, you might be seeing them in the publish modal. Typically, invalid assets prevent the library from being published, so that could be the issue. If that’s the case, you’ll need to resolve these before you can publish.
Could you check if you have invalid assets? If the issue persists, could you reach out directly to the support team with a copy of your file: https://help.figma.com/hc/en-us/requests/new? Our support team will look into it.
