Paid Figjam user can't create Figjam files

Hi there!

For my organization, I am an administrator of Figma. We have the Professional Team tier for our organization. Yesterday, I assigned a user a paid FigJam seat (this user does not have a Design seat). So far, this user is unable to create FigJam files. Another user in my organization has the same setup: no Design seat but does have a FigJam seat. This user can create and edit FigJam files without issues. See image below. First user is the already excisting user and the second screenshot is the new user.

How can I ensure that this new user is also able to create FigJam files?
