I keep having issues with trying to resize the layers panel. When I hover over the top of the panel to resize the height, it often doesn’t show the resize cursor / when I try to drag and resize, it just clicks on a layer. This is really irritating!

I’m assuming you mean this line?
I’ve also noticed that the resize cursor shows up when coming in from the top, but not the bottom. You should report it as a bug here:

having the same issue - does not matter where i go into the border, icon does not show
