[BUG] BUG breaks designs, when exporting a layer with a layer background blur effect

Now if the layer has a blur background effect, backgrounds that shouldn’t be present when exporting will also be exported (layers not in the target Frame)

This behavior is different than before, and it breaks many old designs.
