The file editing window does not work. Horizontal and vertical scrolling does not work in the file

Horizontal and vertical scrolling does not work in the file. They seemed to be fixed in one area. When trying to do something with the file, the message is displayed: “The width is set to fixed for WRAP Input + Helper_text”…
How to exit this mode?
