Is it possible to instantiate/create a widget from plugin?

Hello, everybody! Does anyone know if it’s possible to instantiate/create a widget from a plugin? If yes, how can I do this? Could you send me any documentation links to see more about this? I couldn’t find any information on how to do this in the official documentation…
