On a button, I want to add a tooltip on-hover and when clicked a popover to be shown. Somehow I end up having only one interaction. If while hovering is given, the click is not working.
Is this a Figma bug or do anyone have any solution?

Try adding the click interaction to the hover state, not to the default one.
Another option is to wrap the button into another frame and add the click interaction to the parent frame.
