Inner shadow hidden when using outside stroke

I have a rectangle with an outside stroke and an inner shadow. Given the stroke is set to Outside, I’d expect the inner shadow to appear inside. But the inner stroke seems to start where the outer stroke starts.

When toggling off the outer stroke, the inner shadow appears as I’d expect it to.

What am I misunderstanding about this – or is this a bug?
