Thank you for reaching out and sharing your screenshot! I’m not entirely certain, but it appears that you are trying to apply the “Change to” action between two distinct components.

The “Change to” action is for variants within a component set. Unfortunately, it cannot be used between two separate components or top-level frames.

You can only create interactive components using variants from the same component set. And, interactive components introduce a prototype action called “Change to.”
