The creator of the Figma file has shared the access but still cant edit. It is showing view-only every time.

Are you using the free version? I think you need to have it in a project Team for someone to be able to edit it. Add it to a team, make sure the setting is on for allowing editing rights in the sharing panel and share again. Hope that helps!
