I am facing an issue getting the ‘Publish’ button in the assets modal when the file notices an update/addition of the component in the file

This dot can appear not only when there are changes to components in the file, but also when there are updates available to components used in this file (see updates tab). Are you sure it’s displayed because you added components?
Also judging by the “local components” tab in the assets panel, the components you are adding either have a . or _ in the beginning of their name or were manually removed from publishing via right click in the Assets panel. So there is nothing to publish.
