Are you trying to measure distances by hovering layers in the layers panel? You need to hover elements on canvas, not in the left panel. And press Alt/Option.

Maybe there is some transparent object at the top that prevents you from hovering the second text? Or what do you see? I don’t understand your problem because everything works fine for me.
