Is there a way to see who resolved a comment and when they did it (i.e., exact date and time)? I would like to locate comments that I posted but someone else resolved.

Hey @Dan_Dziedzic,
In comments mode, you should be able to click the highlighted icon in the screenshot below to toggle on resolved comments. It seems that you’ll be able to see when, but not who resolved the comment.
I cannot see who resolved it or when it was resolved. Can you show a screenshot of where you are seeing that “It seems that you’ll be able to see when, but not who resolved the comment.”
“Sort by date” doesn’t have anything to do with when it was resolved. That sorts by the date it was posted.

Sorry for the oversight!
From my test file, when resolving comments, any comment resolved the same day had a general time stamp (3 minutes ago, 2 hours ago, etc.) for the comment, but after the first 24 hours, it does not show the date and time. But as you’ve already mentioned, this does not seem to indicate the date/time of resolution.
