More and more features are appearing in the toolbar. Maybe it will be worth to organize it in a way that will help fresh users quickly recognize the action or their category.
Example: adding a divider between actions that operate over the canvas, and those that directly manipulate canvas elements, as in the image below
Sounds like a great idea.
I personally would put the hand tool after the canvas manipulators. Just because I feel the move tool needs most priority. With that being said I would bring Text after frames too.
