I’m aware that Dev Mode will go behind a subscription model in January 2025, but does that also include the “Ready for Dev” feature? I found it pretty neat to communicate designs that are ready for Developers to work on, but if it’ll also require a subscription in January, I don’t want to get used to it

Dev mode is already out of beta. This happened on January 31, 2024.
To answer your question, you don’t need Dev mode to see the Ready for Dev status of a frame/section. But you do need a paid seat (editor) to mark a frame/section as Ready for Dev.
