I am not seeing respective icons, the cursor stays the same if I try to rotate, create new frame. Even I can not see the eye dropper tool. Don’t know why it is happening.

If the issue only appears in the browser, a browser extension may be causing it. It might be also helpful if you could try disabling extensions one by one to see if the problem resolves itself.
If you can’t resolve the issue, would you mind sharing the file link and providing access to support-share@figma.com? This won’t have any impact on your billing. I hope to be able to investigate this matter further.

I am having the same issue with my desktop and browser application both. And sometimes, desktop application lag while at the same time I tried web app which works smoothly. Could any one guide me regarding this issue?

Yes, I restarted my laptop and it started working fine.
