Admin: add "Network access" column in the list of plugins

As an admin, I would like to see “network access” for every plugin that is approved in the organisation. Sometimes plugin creators change these settings and it’s hard to track it individually.

Please add a column with “network access” in Admin / Resources / Approved plugins (for both requested and approved).
