A Figma bug? Why can’t I align the line with the center of the triangle? Both layers are strokes.

The line type in Figma is a bit weird. It behaves more like a rectangle in the way that it has a length and a thickness, which only grows on one side of the line. And there are no controls to change that.
Instead you can use the pen tool. Open paths with the pen tool have their thickness centered around the line and is probably the expected behavior with lines by most people.
