I should also note that the prototype share screen for an older file has all the expected fields: email, ability to change access settings and multiple levels of them. When I tried moving my prototype to a new design file, the prototype settings were still missing.

Sorry to hear you’re experiencing the issue. Do you know if someone on your team might have changed the file sharing settings? One possibility is that the setting only applies to viewers. You can find more details here: Restrict Copying and Sharing on Files.
