Unable to move components on my header

This is probably so obvious but I’m trying to align my websites logo and socials beside each ruler but it won’t allow me to move any of them without going back to its original position even though I also have space between set on both. I don’t know what l’m doing wrong as I’m only starting off and would appreciate any help
