Private plugins published to the organization cannot be opened. And the console shows Plugin not found.

I’m having the exact same issue with users of my private organization plugin. They can see the plugin in Plugins → From , but when they try to launch it they don’t see anything and the console shows “Plugin not found”.
The issue went away when they went on the Plugin community page and saved it to their favorite. Then it started working.
The user had the same OS version, and Figma version as me. The only thing they see in the console is this “Plugin not found” error that Weijie shared.
