Issue text on top of image

I am having difficulty putting text on top of some of my images. I click on the text and choose bring to front. Sometimes this works, sometimes it does not. On certain images no matter how many times I click bring to front the image is always on top. Thanks!

    I’m not sure you are using Figma correctly. The image needs to be a background image of a frame, then add auto-layout to the frame and center the text object.
