Hey there, yes this should be possible.

If you share your file that is under your team and add your clients as an editor to the file, your team admin is responsible for paying for those additional editor seats.

You can select Viewer - restricted to restrict their access to design files to view-only access. This remove them from the team’s billing, and only team admins can upgrade them to a paid editor role. You can find more information here: https://help.figma.com/hc/en-us/articles/360039485514.
