So I know about the Shared Components Feature, But I want a way to Do exactly this, but private, only for drafts.
right now I just copy all components from community files and put them into their own page, but this isn’t very ideal, I want to know if there is a way to Create Reusable Components over multiple Drafts, but without publishing them to a team. Is there any way to do this?

There is no way to do this. You can create a team for your personal use, upgrade to Professional plan and share the components in it. It would also help organize your personal files as instead of drafts you would be able to put them into different projects in the team.
