I know there are a lot of figma uses that want to be able to navigate to frames on other pages within a prototype, and I am one of them. The current limitation discourages organized files.
One potential work around, if there is some technical complexity in the above, is giving us the ability to navigate to the start of a new flow within a prototype, then a single list selection UI would still suffice.
