There are no hard limits on any of those other than on the Starter plan in the team you can only create 3 pages per file (in Drafts it’s not limited). The limits would be set by the system and browser: one computer can handle a file with hundreds of thousands of layers (not just frames) while a weak computer may not even be able to open such a file.
