How to keep buttons clickable when changes tabs in a another section of a page?

I’ve got a button on the top of my page that opens an overlay UI, underneath also have a frame that has multiple tabs.

The problem:

If the user 1st interaction is changing tabs, then button of the top it’s not clickable anymore.

At the moment the button on the top only works if it’s the 1st clickable interaction

Help with this UX issue
