SVG imported from Inkscape: text and images don't show up

If I import SVG then it looks broken:

The SVG has embedded images (xlink:href="data:image/png;base64).
No success, neither with Inkscape 1.1 nor 0.92.
Apparently only the shapes are transmitted.
