Exporting elements from a file in team with only view access

I have a team of 2 designers but the developers are from an external agency so they don’t have editing access to the files shared by our team.

Can the developers with only view access export the elements in the file or do I need to give them editing access temporarily?

I would love to have the same feature, same flexibility.
But also: why devs now need to be EDITORS in order to be able to download images?
Theyare NOT editors, they don’t actually USE the platform as a designer, so why should their seat be as pricey as an editor when they do not use the platform editing toolls at all?

Exactly my problem.
My devs say they can’t export unless they get edit access. Why?
