Annotate components with "sticky" comments

I’d like to be able to leave “sticky” annotation comments on a frame. Currently, you can leave documentation notes only on components, and they are buried.

I’d like to be able to add notes to any frame (so that this can work for entire pages, sections of a page, etc). Additionally, I’d want these notes to be easily viewable, with a good portion of the annotated text viewable by default (not collapsed like comments). These annotations should stick to the frame whenever it’s moved.

Another approach would be to implement a Connector feature, like in FigJam, where you can just create a note and drag the arrow to point to an object.
