Add a notification in VS CODE, when Status DEV Ready is ON

I feel it is missing a visual and digital notification, when we set a section DEV READY.

The digital, could be an e-mail, to the participants.

And the visual could be a green color on the “icon”, instead of blue, so we can identify it faster.
