Allow just desired element to be viewed outside the frame instead of disabling clip content

I really love clip content, it keeps everything inside the frame. But sometimes I want some elements to be outside the frame eg: Menus. 

So what I do is disable clip content in the frame. but the issue is that right now every element will be outside the frame not just the menu (as shown in the pic)

So If there’s a way to this it will be so helpful as I wanted this for long time!
