Selecting the exact layer I want to annotate using the annotation tool is hard when I have nested layers with no padding. The annotation is good at selecting child layers, but quite terrible at selecting its parent layers.
A possible solution would be to allow users to annotate layers via the Layers panel, simply by adding an “annotate” option to a selected layer’s context menu.

Completely agree! or even to have a shortcut to move between layers. It’s getting very annoying to select parent layers for our Component library.
I second this. There is currently no way to select the specific layer you want to annotate.
